If you're using MAK to activate volume licensed versions of Office 2019, you specify the key in the configuration.xml file used by the Office Deployment Tool when you deploy Office 2019 to the users in your organization. For more information, see Deploy Office 2019 (for IT Pros).

In some organizations, different groups have different MAK keys for their volume licensed versions of Office, Project, or Visio. Unfortunately, you can't include multiple MAK keys in the same configuration.xml file (for Office LTSC 2021 or Office 2019) or in the Office Customization Tool or config.xml file (for Office 2016).

I am deploying Office 2019 in a task sequence with WIndows 10 1909. The MAK key is added to the xml file (PIDKEY). Everything works except that when I first start an office product, I don't have the activation wizard by phone. (my environment has no network). If I add the key manually, I have the wizard ???When I look in the file / account menu, it is specified that Office is activated ... but the grace period is 30 days ...

If you want to activate Office 2019 with MAK product keys by telephone, you need to activate Office 2019 on each computer one by one with fromActivation Wizard UI by calling Microsoft. Considering that the Activation Wizard wouldn't appear if you configured MAK key in configuration.xml, you can get Activation Wizard from UI by clicking Activate Office button from yellow notification bar under ribbon or go to File > Account page, click Activate or Change product key

If you want to activate without the activation wizard, you may need to use command lines to get Installation IDs of your Office 2019 clients, then call Microsoft and follow the guide to get Confirmation IDs. Last, use command line to input Confirmation IDs for your Office 2019.

Based on my knowledge, if you input or specify product keys in configuration.xml in advance, the Activation Wizard wouldn't appear. You can try to remove the product key from configuration.xml and download a new copy of installation package to reinstall Office 2019 after completely uninstalling.

In addition, if you don't want to uninstall existing Office 2019 installation, you can remove installed product key with ospp.vbs via command line as well that it could make the Activation Wizard appear:

Assume I setup KMS server correctly, Is the KMS smart enough to count that I just have 100 computers with office that I reformat/activate all the time so its still 100 licenses compare to a kms counter that just keeps increasing?

First of all, Office Pro Plus 2019 is not the preferred Office Suite to deploy, that is Office 365 Pro Plus that is updated on a monthly basis with new cool features. But there are scenarios where Office Pro Plus 2019 is a better solution, an example is a user less shared device where you need a Office installed, Office 2019 can be deployed from Intune in that case.Office 2019 is a click to run installation like Office 365 Pro Plus unlike Office 2016/2013 and 2010 that are MSI based installations

Office 2019 is not subscription based activation like Office 365 Pro Plus and when you deploy Office 2019 with Intune you do not always have access to a KMS server that is the reason for choosing MAK keys
